In 1944, he was born in Beijing.

In 1968, he graduated from Beijing Foreign Language Institute.

From 1968 to 1972, he worked in the Import Division, Foreign Affairs Department of the Ministry of Water Resources and Power as Project Director.

From 1976 to 1980, he joined foreign aid group to Pakistan and Ethiopia.

From 1980 to 1988, he worked in the Science and Technology Division, Foreign Affairs Department of the Ministry of Water Resources and Power, in charge of projects concerning United Nations, USA and Yellow River Xiaolangdi.

From 1988 to 1995, he served as Division Director of Science and Technology Division, Foreign Affairs Department of China Electricity Council.

From 1995 to 2005, he served as Director General of International Cooperation Department of China Electricity Council, Board Member of Chinese Society for Hydroelectric Engineering and Deputy Director General of Foreign Affairs Committee of Chinese Society for Hydroelectric Engineering.

From 2003 to 2004, he took the position of Secretary General of AESIEAP and CEPSI 2004.

From 2005 till now, he is the Senior Advisor of China Electricity Council International and Senior Consultant of China Council for the Promotion of International Trade Electric Power Industry Office.
